Indian diplomat Kshitij Tyagi called on Pakistan to vacate the territories of Jammu and Kashmir currently under its control, characterizing Pakistan’s presence as a “foreign occupation” during a statement at the United Nations Council. Reaffirming India’s stance, Tyagi stated that Jammu and Kashmir remains an integral and inalienable part of India.
Tyagi contrasted India’s constitutional inclusion of minority communities with Pakistan’s domestic record, noting that India is home to one of the largest Muslim populations in the world. He emphasized that minorities in India vote, legislate, serve on the supreme court, and lead key public institutions. In contrast, Tyagi stated that Pakistan’s Hindu, Sikh, and Christian populations have drastically shrunk since independence due to ongoing rights violations, forced conversions, abductions, and forced marriages.
The Indian representative further highlighted systemic persecution within Pakistan affecting minority Muslim sects, including Shias, Ahmadiyyas, Ismailis, and Hazaras, whose places of worship face continued attacks and desecration.
Addressing security issues in the region, Tyagi recounted the forced displacement of Kashmiri Pandits in 1990 by Pakistan-backed militant groups, noting that those same actors have continuously targeted civilians of all faiths, including Muslims. He raised concern over Pakistan requesting a Council inquiry into the region while remaining a sponsor of cross-border terrorism.
Tyagi called attention to testimony delivered to the Council regarding reported civilian casualties since June in Pakistan-occupied territory, the arrests of student protesters in Islamabad and Rawalpindi, and allegations that food and medical supplies were withheld from local populations. He criticized Pakistan’s delegation for raising procedural points of order to deflect from these accounts rather than addressing the substance of the reports.
Addressing Pakistan’s ongoing financial instability, Tyagi suggested that Islamabad would better serve its public by focusing on economic recovery and national development to repay its international loans, rather than exporting terror or pursuing territorial claims. Tyagi concluded that Pakistan fully meets the objective criteria for formal Council scrutiny.
