The Maharashtra government has declared drought-like conditions across 265 of the state’s 358 talukas following a prolonged dry spell that has severely disrupted agriculture, livestock, and drinking water availability across multiple regions.
Data from the state government shows that Maharashtra recorded an overall rainfall deficit of 18.8 per cent between June 1 and September 18, receiving 755.9 mm of rain compared to its seasonal average of 932.3 mm amid the El Niño phenomenon. Several regions experienced significantly steeper declines. The Chhatrapati Sambhajinagar Division recorded 424.5 mm of rainfall against an expected 613.1 mm, marking a 30.8 per cent deficit. The Pune and Nashik divisions both registered deficits of approximately 30 per cent, while the Amravati and Nagpur divisions recorded 27 per cent shortfalls. The coastal Konkan division reported the lowest deficit at 6.3 per cent.
Districts including Dharashiv and Beed have received virtually no rainfall since July, critically straining daily water supply and agricultural operations for local farmers and laborers. The worst-affected administrative districts include Yavatmal with 16 affected talukas, Jalgaon with 15, and Ahilyanagar, Nagpur, Amravati, and Nanded with 14 each.
According to official government resolutions, “Trigger 1” under the Drought Management Code 2016 has been activated across the designated talukas. The mechanism is invoked when a region experiences a continuous dry spell of at least 21 days during the monsoon season.
In response to the growing agricultural distress, Chief Minister Devendra Fadnavis announced a Cabinet subcommittee headed by Revenue Minister Chandrashekhar Bawankule to oversee drought relief operations, alongside upcoming ground verification and crop-damage surveys. Deputy Chief Minister Sunetra Ajit Pawar confirmed that instructions have been issued to initiate water conservation initiatives and drinking water management, adding that financial assistance regarding crop losses will be detailed through a subsequent Government Resolution.
Farmers in affected zones report widespread crop failures alongside a marked increase in agricultural pests and diseases. Agricultural representatives have voiced concerns over the adequacy of state assistance. Farmers’ leader Ajit Navale welcomed the drought declaration but cautioned that relief provided under National Disaster Response Fund (NDRF) norms may prove insufficient. Navale pointed out that cultivators in regions like Marathwada have suffered compounded losses, having faced soil erosion and severe crop destruction from heavy downpours in 2025 followed immediately by the current dry spell. Meanwhile, the Kisan Sabha has called for the expansion of the farm loan waiver scheme previously announced in June 2026.
Analysis: Drought Relief and Institutional Challenges
The declaration of drought across nearly 74 per cent of Maharashtra’s talukas underscores the vulnerability of rural livelihoods to consecutive extreme weather events. The reliance on Trigger 1 mechanisms initiates formal administrative processes, but the speed and scale of disaster relief deployment remain major points of friction between state authorities and agricultural unions.
With two consecutive Kharif cycles damaged—first by excess rainfall and topsoil loss in 2025, and now by prolonged dry spells in 2026—farmers face severe compounding debt and income loss. While official announcements commit the administration to water management and forthcoming monetary compensation, the debate over debt relief expansion and NDRF funding formulas will likely test administrative resources in the coming months.
