Bosnia Holds Election with New Anti‑Fraud Technology but Nationalist Parties Retain Power

Bosnia and Herzegovina went to the polls on October 4, deploying a new electronic system designed to eliminate long‑standing electoral fraud such as casting ballots in the name of deceased or absent voters [F3][S1]. The country’s post‑war structure, created by the 1995 Dayton Peace Agreement, splits Bosnia and Herzegovina into the Serb‑majority Republika Srpska and the Bosniak‑Croat‑majority Federation of Bosnia and Herzegovina [F11][S1]. This arrangement means elections are frequently framed in terms of perceived threats to each group rather than domestic policy issues such as wages or prices [F12][S1].

The move signals a potential shift toward greater entity autonomy, though the exact legal and political ramifications remain to be seen.

The election’s low participation and the persistence of nationalist dominance raise questions about the effectiveness of technical reforms in altering entrenched political dynamics. While the new system appears to have curbed specific fraudulent practices, the broader pattern of voter alignment along ethnic lines continues to shape Bosnia’s electoral landscape.
