Latvia’s parliamentary polls open amid security concerns and cost‑of‑living pressures

RIGA, Latvia — Voting began at 05:00 GMT on Saturday for the country’s 11th parliamentary election since regaining independence in 1991, with polls set to close at 17:00 GMT, the Al Jazeera news agency reported. About 1.5 million eligible voters are casting ballots in an election framed by perceived Russian security threats and a nationwide squeeze on household budgets.

The contest follows Prime Minister Andris Kulbergs’ ascent to power in May, after his predecessor stepped down amid a backlash over stray Ukrainian drone incursions. This is Kulbergs’ first electoral test, and while his right‑wing United List is polling at roughly 20 percent and is expected to retain the premiership, the decline of two coalition partners has created a “complicated” environment for post‑election negotiations, the report said.

Potential allies for Kulbergs include Latvia First, a nationalist‑populist party also polling near 9 percent and described as pro‑Ukraine, as well as the Progressives, a social‑democratic, pro‑European group at about 6 percent.

Economic and social issues dominate campaign discourse. Rising living costs, low wages, strains on the healthcare system and long‑term population decline have been highlighted by candidates, according to the Al Jazeera coverage. Ethnic Russians, who comprise roughly one‑quarter of Latvia’s citizens, traditionally vote along identity lines but appear poised to base their choices more on economic and social concerns in this cycle.

Latvia remains the poorest of the Baltic states, yet it has markedly increased defence spending since Russia’s 2022 invasion of Ukraine, allocating nearly 5 percent of gross domestic product to the sector. The heightened defence budget reflects the country’s heightened perception of a Russian threat, a factor that continues to shape voter sentiment.

The election outcome is not expected to alter Latvia’s pro‑European and pro‑Ukrainian trajectory, but the composition of the next government will hinge on coalition talks among a fragmented parliament.
