Approximately 95,000 Form 7 deletion forms have been automatically generated by the Election Commission’s online system in Uttarakhand after voters flagged for logical discrepancies were marked as “ineligible” during the ongoing Special Intensive Revision (SIR) process. The draft electoral roll, published on July 14, 2026, had initially identified 1.9 million voters across the state for various discrepancies.
Under the SIR framework, voters summoned for hearings regarding logical discrepancies are required to present documentary evidence establishing their identity, age, residence, or electoral status to the concerned Electoral Registration Officer (ERO) or Assistant Electoral Registration Officer (AERO). If the officer is satisfied with the documentation, the discrepancy is resolved and the entry is retained. However, if an elector fails to attend the hearing personally or through family members, or fails to submit the necessary proof, the officer marks the entry as “ineligible” on the ECI-Net platform. Once flagged, the system automatically generates Form 7, placing the voter entry on the deletion list. Form 7 is formally used to request deletions due to duplicate registrations, death, shifted residence, or general ineligibility.
The Chief Electoral Officer (CEO) office confirmed that the hearing process for claims and objections remains active ahead of the upcoming deadlines. The window for filing claims and objections closes on September 28, 2026, with the final electoral roll scheduled for official publication on October 3, 2026. Officials clarified that voters whose entries are marked ineligible during this process will retain the option to re-apply for inclusion in the voter list by submitting Form 6—the standard application for new voter registration—following the publication of the final roll.
The automated process and implementation of the SIR have drawn scrutiny from political parties. Last month, the Uttarakhand Congress alleged widespread misuse of Form 7 to seek voter deletions, particularly in opposition-held constituencies. Former Congress MLA Manoj Rawat cited an instance where an objection was submitted against sitting MLA Furkan Ahmed under the name of a local resident, who subsequently submitted an affidavit stating he had not filed the complaint. Additionally, Congress leader Suryakant Dhasmana alleged that over 6,500 objections in Udham Singh Nagar district were filed by only five individuals. In response to the allegations, the CEO office stated that the electoral revision is being conducted transparently and strictly in accordance with statutory guidelines.
