The announcement came during a review meeting held in Kalpetta, where officials provided updates on the progress of reconstruction efforts in the wake of the deadly landslides that struck the region on July 30, 2024, claiming over 350 lives and displacing thousands.

According to the minister, construction of the houses — being built under the Prime Minister’s Development Package for Kerala — is underway across multiple sites, including ChoorRequestParam, Sreekandapuram, and Panamaram. Each house is being constructed according to a standardized design approved by the Kerala Buildings Authority, featuring reinforced concrete structures, earthquake-resilient foundations, and basic infrastructure such as electricity, water supply, and toilet facilities.

“The foundation work for all 157 houses is complete, and structural work is 75% finished,” Rajan said, citing field reports. “We are prioritizing safety, durability, and timely completion for families who have spent over a year in temporary shelters.”

The state government has allocated ₹20 lakh per house under the central package, with construction managed by the Kerala Housing Board and executed through a combination of government agencies and empaneled contractors. In cases where original land parcels were deemed unsafe, alternative plots have been identified and surveyed by the Revenue Department, with land titles being transferred to affected families.

Analysis: The September 30 deadline represents a significant acceleration from earlier projected timelines. Initial government statements in August 2024 had suggested completion by December 2024, but pressure from survivor groups, opposition parties, and civil society organizations prompted a revised schedule. However, delays in land acquisition and monsoon-related disruptions in August have raised concerns among local leaders about meeting the revised target.

“The houses must be not just built, but lived in — and that means ensuring access to livelihoods, healthcare, and schools, not just four walls,” said P. K. Abdul Salam, a Wayanad-based social activist and member of the Wayanad Relief Coordinating Committee. “Housing alone is not justice.”

The landslides, triggered by intense rainfall and exacerbated by alleged encroachments and illegal quartzite mining in the region, led to widespread destruction in the ChoorRequestParam and Sreekandapuram areas. A judicial commission appointed by the Kerala High Court is still examining whether state regulations on mining and forest clearance were violated.

As of July 2026, 412 families have received compensation, while 1,200 survivors remain in temporary transit camps run by the Kerala Disaster and Emergency Management Agency (KEDMA). The state has also initiated mental health and livelihood support programs in coordination with NGOs and UN agencies.
