Breaking NIA Names Hafiz Saeed as Accused in Pahalgam Terror Attack Chargesheet

The National Investigation Agency (NIA) on Thursday filed a supplementary chargesheet in the Pahalgam terror attack, naming Pakistan‑based militant Hafiz Saeed as the orchestrator of the cross‑border conspiracy. The chargesheet, lodged in the Jammu and Kashmir High Court, accuses Saeed of waging war against India and of holding leadership positions in Lashkar‑e‑Taiba and The Resistance Front.

The Pahalgam incident, which occurred on 20 September 2023, saw a group of armed attackers breach a private residence in the tourist town of Pahalgam, killing two security personnel and injuring several others. In its supplementary chargesheet, the NIA alleges that Saeed directed the planning and execution of the attack from Pakistan, coordinating with Lashkar‑e‑Taiba operatives and other affiliates. The agency also claims that Saeed received financial and logistical support from the Pakistani state apparatus to carry out the operation.

While the NIA has not released a detailed forensic report, it states that the attackers’ modus operandi and the weapons used are consistent with those employed by Lashkar‑e‑Taiba in past operations. The chargesheet also cites intercepted communications and intelligence reports that link Saeed to the planning of the attack.

Mr. Saeed, who has been based in Pakistan since the 1990s, is the founder of Lashkar‑e‑Taiba, a militant organization designated as a terrorist group by several countries, including India and the United States. He also heads The Resistance Front, a splinter faction that has been implicated in cross‑border attacks on Indian soil.

The NIA’s filing follows a series of investigations into cross‑border terrorism that have culminated in the arrest of several Lashkar‑e‑Taiba members in India. The agency has previously charged Hafiz Saeed with orchestrating the 2001 Indian Parliament attack and the 2008 Mumbai attacks, among other incidents.
